The Social Welfare For Chinese Disadvantaged Children Under Pluralism

Recently, the construction of the child welfare system attracts more and moreattention of the scholars. However, how to solve the issue of child welfare systemwith Chinese characteristics still has deficient research. In the past20years, historicalchanges expanded the range of vulnerable children groups in our country and madetheir internal complexity and diversity greater than the western developed countries,and it presented different characteristics from the vulnerable children groups in othercountries all over the world. The theoretical significance of this study is to researchthe distribution of social welfare for disadvantaged children groups whentransformation of the social welfare occurs, and try to modify the current Chinesechildren welfare system with the welfare pluralism and create a path with Chinesecharacteristics by the discussion of welfare pluralism theory and general concept ofsocial welfare. From the practical perspective, there are more than three hundredmillions children in China, and they are the future of our motherland, the hope of thenation, the productivity of the future society. For a long time the family is mainlyresponsible for raising children in China, however, now China is in the period ofsocial transition, the development of social economy and the environment change ledto the structure and function of the family has been changed, so the family function ofparenting is reduced. Therefore, when the past parenting methods have problems, howto construct the suitable children welfare system for Chinese national conditions andprovide the policy about national support for family parenting is a current issue faced.What·s more, it is an important task to help and protect disadvantaged children forgoverning social problem, resolving social risks, and building a harmonious society,and the urgent need the practice of the social security researchers. Given this, the research framework of welfare pluralism was adopted by this study,and investigated the disadvantaged children groups under the background of the socialtransformation in China, analyzed the welfare system deeply, and summed up theachievements and problems for children welfare construction from the reform andopening up30years in China. The responsibilities and linked perspectives fromfamily, country, community and voluntary organizations these four welfare subjectswere also analyzed to figure out the reason of loss of disadvantaged children welfarein China, and through the study of development of children welfare in the westerndeveloped countries, and the experience from Sweden, the United States and Japan topropose the construction of child welfare in China clearly. The methodology of thisresearch is mainly dependent on the literature study and comparative study.Combining the theory with practice to analyze the basis of children welfare theoryand evaluate objectively this welfare system with framework of pluralism andsuccessful international experience at the same time, this research proposed thesuggestions of improvement disadvantaged children group social welfare in China.Four specific suggestions were pointed: adhere to the family as the center andimprove the family environment simultaneously; Accelerate the construction of thedisadvantaged children welfare system design; Enhance the supplement level ofchildren welfare center; Standardize and encourage non-governmental organizationsto participate in children social welfare construction.
