The socialsecurity system has been changing from "survival security" to "life security" in thefunction, at the same time, the system of subsistence Security in the basic living guaranteeminimal assurance personnel, how to promote their employment has become the focus ofgovernment and scholar.Anhui province took the lead in Hefei City in1996issued relevant documents,andactively explore the establishment of minimum living standard security system. In1999Anhui Province in order to solve the city poverty problem, guaranteeing the basiclivelihood of the difficulties of the masses, and the positive response to the call of the partyand the state, minimum living standard security system for urban residents established.Achievements of this system are obviously, it’s really a good way to improve people’slivelihood system.
