Although these people expropriated land and demolition of get a lot of compensation, but the permanent protection of land and cash compensation in exchange for a one-off does not have the relevant conditions of urban life, living in the city because of work skills, work experience, education level and other restrictions on them in a passive and inferior position in the labor market, it is difficult and the public to enjoy equal treatment and welfare of the residents lost their source of income, although guarding "Gold Mountain," but the end will rest on its laurels, the compensation they receive does not guarantee aid to the rest of their lives, not to mention future generations. Transformation of community residents become urban residents vulnerable groups, not only the community where they live in the edge of the city, their lives and security are at the edge of the city, has become the city’s marginalized groups, the community gradually to such communities and such groups increased attention, but the transformation of communities and their residents to do research and related work is still relatively lacking, we need to invest more academic research on population problems.Based on this background, this study scholars pay less attention to the transformation of the southwest region of the community and its residents in Kunming, Yunnan Province as the research object, using qualitative and quantitative research methods of combining research, through field visits and in-depth participant observation communities and populations, primarily to get through case interviews and questionnaires related information and data, to information and data analysis and processing based on the scientific community to conduct a needs assessment, identify problems and needs of community residents generally face, and finally Under the guidance of developmental theory of social policy analysis of these issues and put forward policy recommendations. Studies suggest that the transformation of community residents at the edge of the city life, an increase in human and social capital is the basis for residents to improve their lives, to solve the problem by way of social security policy, to stimulate residents’ Potential New Life Community resources for residents of the new environment adaptation and eventual integration into city life is the goal of this study is to provide ideas and policy recommendations for the government to solve the problems facing the community in transition by way of social policy.
