Governmental Responsibility Of Social Pension Services In Inner Mongolia

Inner Mongolia has entered the aging society, the degree of aging of the population continues to deepen. By the "one-child" policy induced more and more problems, such as "lost independence", "empty nest" and other issues, and once older to enter old age or disability status, they need someone to take care around from time to time, the traditional model of family pension and institutional pension model has been unable to solve any problems in old age. Faced with the diverse needs of the elderly for care services, improve social pension service system in Inner Mongolia has become very urgent. In this paper, Inner Mongolia as a case, starting from the current development in Inner Mongolia social pension service system, make a comprehensive evaluation of government responsibility in social pension service, trying to make practical recommendations for the construction of Inner Mongolia social pension service system.In the study, this paper analyzes the use of standardized methods, empirical analysis, document analysis, and comparative analysis of the social pension service in Inner Mongolia government responsibility comprehensive evaluation.This paper analyzes the successful experience and enlightenment in the social pension service in government responsibility of Shanghai and Qingdao; secondly analyzes the situation in Inner Mongolia’s social pension service in the elderly welfare spending and pension welfare institutions, compared with Shanghai; Finally, the use of factor analysis method obtained Inner Mongolia government’s composite score in social pension service. Discovered in Inner Mongolia social pension service, deficiencies the supply of pension resources, less government regulation and lack intensity in government procurement.Final conclusion:(1) Government in social pension services should play a leading role in actively promoting the social pension service specialization, standardization of development;(2) In Inner Mongolia, the number of elderly welfare spending, the number of pension welfare agencies, the number of staff, the number of pension beds, the number of late adoption, and the ratio of staff and elderly, reflect that there is a big gap between Shanghai.(3) The composite score of government responsibility in Inner Mongolia’s social pension service is rising, and in five regions of North China ranked No. 2 and No. 3 positions. Proposed recommendations, such as, establish a sound system for protecting, expand the scope of government procurement, strengthen supervision of social pension services in all aspects, scientific and rational planning pension service facilities, introduction financial support for a variety of channels, innovative care service model, establish pension service information platforms, to enhance professional services personnel training, and so on.
