Follow with the development of globalization, the characteristics of social public affairs become more and more complex, diversity and widening. Despite the fact of the emergence of "government failure" and "market failure" phenomenon, the new public management movement, making governments are increasingly concerned about the dominant position of non-government organizations in public administration, especially in collaborative between government and non-government organizations to improve the efficiency and quality of public management and public goods and services supplied. As an important role of non-governmental organizations in Thailand, which can help the government to solve the problems and manage the public affairs. Therefore, in order to meet public requirements of times, improve the effectiveness of public management, researching collaborative between government and non-government organizations in Thailand will be more significance.This research is divided in to five chapters. The first chapter is introduction, mainly proposes the research background, significance, methods, ideas, Thailand and international literatures review. The second illustrate the concept of this study, including government, non-government organization and collaboration, and also take the failure theory, the new public management theory and the collaborative governance theory as the theoretical basis of this research. The third chapter is based on a review of research in Thailand and international, also with above theories, analysis and describes the current situation, problems and causes of collaborative between the government and non-government organizations in Thailand. The forth chapter summarizes the collaborative practice between government and non-government organizations in United States, United Kingdom, and Germany and put forward to Thailand learning. The fifth chapter concludes above discussion, proposes to promote collaborative between government and non-government organizations in Thailand.
