Civil servant is the core of the governing body, who is the important talent resources for the nation. Ancient Chinese sages once said: "the statecraft, first to choose a talented person; the proper governance, first in the talents selection." In the government’s public management, civil servant as public policy makers and practitioners, as public products and public service providers and organizer, plays an important role. The grass-rooted civil servants is the main body of civil servants, as well as civil servants in the bottom, directly serving the broad masses, whose performance is directly related to the implementation of national policy and government image among the masses. It is the key to establish and improve an effective incentive mechanism of the basic civil servants on how to improve grass-root government’s ruling ability, arousing the work enthusiasm of civil servants and the innovation of their administrative mode and administrative idea changes. Establishing perfect incentive mechanism of basic civil servants, on the one hand, it can improve the effectiveness of government management, public management and service for the government to provide guarantee; On the other hand, effective incentive mechanism is the premise of preventing power alienation and constructing the clean and honest government. Because of the grass-roots civil servants incentive mechanism involved complexity and comprehension, at present, our country civil servants incentive mechanism research is still in the macro-level. The study of incentive mechanism of the grass-roots civil servants has not been formed for the future development trend of theoretical guidance. It is affected by many factors by lacking a relatively perfect legal system guarantee in the actual operation process.In this paper, first of all, it briefly explains the incentive theory in the Chinese and foreign countries, research and analysis of various theoretical enlightenment to our country civil servants incentive mechanism. Then, in combination with the practical experience of the author, through to visit and talk with different levels, different categories of civil servants in Y county, the city of Luoyang in Henan province and study the important factors at influencing the incentive mechanism of civil servants at the grass-roots level to summarize actual situation of the these factors. Then, I supply the analysis for civil servants at the grass-roots level in the compensation system, appraisal system, training system, promotion and so on the concrete problems of incentive mechanism. Finally, the countermeasure and the suggestion of incentive mechanism of civil servants at the grass-roots level carries on the preliminary research, and put forward countermeasures to improve and perfect the incentive mechanism of civil servants at the grass-roots level and suggestion.
