Also, we propose the solutions: to arm the civil servant's minds with the science; to strengthen the supervision mechanism; to perfect the socialism market economy system; to strengthen the legal system; learn the law and regulations about how to build the moral system of the civil servant from other countries, and to enhance the civil servant's self qualities.With the further development of governmental reform, setting up an officials' team whose virtue, ability, diligence and performance are all excellent is getting necessary day after day. Other aspects' harmonious progresses are based on virtue, so the construction of officials' ethic is more important. This essay tries to use the basic theory of institutional economy and ethic to explain the problem of our country's officials' ethic construction. Institution and ethic are two independent concepts, but there are many relations between them.
