Mao Zedong’s Thoughts And Value Research On The Relationship Between Central And Local Governments

As the most significant relationship in the national governance, our Party has always attached great importance to handle the relationship between the central and local governments.Based on summarizing the experiences of reform and opening-up, the 3rdPlenum of the 18 th Communist Party of China(CPC) puts forward to combine the “top-level design” with “crossing a river by feeling the way over stones”, deal with various relations as well as promote reform deeply, among which coordinating the relationship between central and local governments in system is the emphasis on“top-level design”. Therefore, the important problem that is necessary to be solved in the course of deepening reform lies in how to adapt to the new historical condition,arranging the relationship between the central and local governments properly, and expediting the effective interaction between the above-mentioned governments.Mao Zedong, the core of the first central leadership, has thought about the relationship between central and local governments deeply and systematically in the process of new-democratic revolution and exploring the socialist construction.Additionally, his thought and exposition on central and local governments relationship still has a great value with shining wisdom and scientific connotation.On the basis of concluding a large number of historical materials, the thesis attempts to analyze the origin and background, theory and practice, and advantages and disadvantages on Mao Zedong’s thoughts about the central and local relationship,striving to refine his key elements. Meanwhile, in order to seize the influence on the new period relationship between central and local governments and look for its practical significance roundly, the thesis also summarizes and analyzes the inheritance and development of the central and local relationship by the central collective leadership generations. Thus some opinions about the way of conforming to the historical trend and strengthening the central and local construction have been put forward.
