Research On The Construction Of "service-oriented Policing" In Grass-roots Police Stations

At present,China is facing the special period of social transformation,the social structure is undergoing profound changes,the public security organ's law enforcement service work has yet to keep up with the time development and meet the people's expectations,as the public security organ police substation direct contact with the masses life daily law enforcement service behavior,and its quality is directly related to the public security organ law enforcement credibility and social fairness and justice.The report of the 19 th national congress of the communist party of China(CPC)pointed out that "building a service-oriented government that the people are satisfied with" provides basic guidance for us to build a service-oriented police force.The framework opinions on several major issues of comprehensively deepening the reform of public security pointed out that one of the overall goals of comprehensively deepening the reform of public security is to improve and promote the modernization of the national governance system and governance capacity,and build a modern police operation mechanism that is compatible with the socialist rule of law system with Chinese characteristics.Under the new situation,facing the complicated situation at home and abroad,the police affairs reform of the public security organs is imperative.In addition,grassroots police stations should standardize the law enforcement activities and strengthen the sense of service of the public security police,adhere to do a good job in mass work,ensure public security needs,maintain good relations between the police and the public,and achieve balanced social and economic development.Based on the new public management theory and the theoretical basis of government functions,this paper analyzes the current situation of "service-oriented policing" in the grassroots police stations of L city by means of questionnaire survey.Based on the survey data,this paper discusses the service awareness,police efficiency,emergency mechanism and team building of the grassroots police stations in L city,and analyzes the main problems and causes of service-oriented policing in the grassroots police stations in L city according to the results of the questionnaire survey.Finally,this paper puts forward the "service-oriented policing" countermeasures for the grassroots police stations in L city,including improving the awareness of the police,enhancing the sense of service,improving the professional quality of the police,and strengthening the publicity;Strengthen the coordination between departments and enhance the communication between departments;We will strengthen institutional building and improve the accountability system.
