In recent years, the use of competency theory and its application caused extensive attention from researchers, a lot of managers will competency theory as an important human resource management tools, so many of the managers and specialists working on research with competence-based human resource management features. In this development context, scholars began to study the competency of each industry, and has made some achievements. However, due to the special nature of the special nature of the work itself and the characteristics of the object of the work areas, compared with other industries, research competency less for the prosecution prosecutor. At the same time, because of their own particularity also difficult to fully determine the reference or direct application of existing competency model in other industries, so the research and establish competency model prosecution prosecutor is essential;For a good discussion and research competency model prosecution prosecutor, this study preclude the use of expert interviews, questionnaires, behavioral event interview and other methods of prosecution prosecutor’s competency research, And assessment tools used in the research process, reliability, validity of Procuratorate prosecutor’s competency model are discussed. the final conclusion is as follows: Competency of Procuratorate prosecutor including the identification competency and benchmark competency, Benchmark competencies include: referrals communication, professional skill, teamwork, diligent and pragmatic and firm conviction, honest and clean, good at learning, law enforcement people, dare to play, discipline and other competencies;Identification of competencies include: rigorous and meticulous, dedication, experience, problem solving, systems thinking, strict norms, supervision according to law, the trial control, effective implementation, fair, exercise self-discipline, rational civilization, accurate confirmation, handling performance, theory and other solid competency;All of competency through exploratory analysis and verification, is divided into five dimensions, namely:(1) The Moral Dimension: firm belief, exercise self-discipline, law enforcement people, dare to play, fair, dedication, fairness and honesty;(2) the operational capacity dimensions: accurate confirmation, handling performance, control trial, asked the communication, supervision according to law;(3) enforcement style dimensions: strictly regulated and disciplined, rational and civilized, effective implementation, diligent and pragmatic;(4) the quality dimensions of personality: systems thinking, rigorous and meticulous, solidarity and cooperation;(5) knowledge and experience dimensions: good at learning, problem solve theoretical solid, experienced, professional skill.Finally, according to the model prepared behavioral event interview obtained "Procuratorate prosecutor competency self-assessment questionnaire" further validate the model.
