Aging like me, we should be a scientific strategy and policy system, mobilize the government, market, society, three departments as a whole.From the perspective of public management, this paper USES the welfare pluralism theory, community theory and the diversity of public service theory as the theoretical tool path analysis, this paper discusses the local government in the realization of the necessity of endowment service responsibility, at the same time points out that the government is the way to solve the problem of pension in the integration of government, market and social forces in order to realize old-age social, rather than the state and the unit before do of pension. Government as a public managers should actively promote endowment service socialization, the socialization of the service object, diversification of investment subject, diversified public product supply main body and market-oriented operation mechanism combined with consideration, give full play to the leading role of the government, build a community as the basic level administrative subject, non-profit organizations and other social main body participation, the government and the family endowment service system of governance tool.The case of combination of chengdu, jinjiang district, old-age security work, we can find that policy supporting and efforts, service personnel quality and skills, service project consciousness and the ability of an ageing population and consumption, etc are factors influencing the benign operation of pension service system. Combined with the present situation in our country, draw lessons from foreign pension service career development experience at the same time, the author puts forward the government should establish diversified endowment service system, on the basis of the development of home endowment patterns.Based on the empirical research, at the same time, adopt the method of literature study and comparative study, first described the present situation of our government to step in old-age security work, then work in chengdu, jinjiang district, old-age security as a case, through analyzing its typicality description and how to solve the growing pension problems for the government to provide a scientific solution.
