The salary system is the key component in the development of human resources. A serial of reasonable and effective salary system can stimulate greatly the enthusiasm of employee to work. Meanwhile, it can regularize greatly the employee’s work behavior. Obviously, the salary system of public servants is the heart of the management system of public servants. With the progress in the reform of the positions and ranks combining system,the actual achievement determines the wages, which further reforms and the standards the public servants’ allowance.All of these measures has produced much public attention. Although the construction of Chinese public servants’salary system has made great progress through the change, it gradually revealed its drawbacks with economic development.In light of literature, field survey, this paper investigated the drawbacks of Chinese public salary system. There are a variety of methods were used in the article, including reading professional books,magazines, and surfing the Internet.On this basis this paper makes empirical research of Chinese public salary system through investigating all kinds of civil service units in Fuzhou city, including central organs,provincial organs, city governments, county governments and town governments. Synthensizing the above theories and analytical results, this paper draws a conclusion in drawbacks of public servants’ salary system. There are four problems in public servants’ salary system, that is, the salary level is too low, unfair wages still exist in civil service,the pay structure is unreasonable and lack of salary increase mechanism. Then the paper find that the problems will lead to three serious consequences:Firstly, it will become a hotbed of corruption. Secondly, the phenomenon of antinomy will exist normalizedly. Thirdly, it is not conductive to the construction of talent in civil servants.In order to get to the root of malpractice and set clear objectives in reform, the paper research the reason of malpractice in civil servants’ salary system. Then the author find three factors, including historical reasons, cultural reasons and the reason of legislation and enforcement. In addition, it can be affected by realistic factor’s influence.At the end of this paper, the author put forward the following five-point-proposal: The first is to define the civil servants’economic identity clearly.The second is to make definite salary strategies. The third is to comsummate the salary system. The fourth is to establish a salary system which can be publicized. The fifth is to reform government model and wipe out the residual privilege.
