Poverty as a worldwide problem, people’s attention to this and not with the development of economy and reduce, or even start a broader research. Althoughcurrently China is the most populous agricultural country, the problem of poverty is still worth attention. In China,October 17th has been designated as the day of national poverty alleviation. Although in the past China has made great endeavoron rural anti-poverty, in the 90’s with the development of urbanization, urban poverty suddenly broke out. The theory and practice have proven that the elderly population, as a special group amongthe whole population of poverty, is a relatively higher risk group.With the further economic reform andthe arrival of the aging society and economy, the aging poverty problemin China may also become more severely.Beijing, as the China’s political and cultural center, has a long history. Beijing is alsoone of the pilot cities. In the recent years, Beijing has gradually become the aging society. Therefore, the anti-poverty policies of Beijing, especially to the elderly people, can be a role-model for the rest of the country In the Xicheng Districtof Beijing, many communities there are the neighborhoods with several decades’ history. Because of the long history and cultural environment, the life style of elderly population therealso has peculiar characteristics.In 10 communities of Beijing Xicheng District,interviews to 100 needy elderly residents have been carried out.On the basis of existing research results, the characteristics of the poor, and then the cause of poverty have been analyzed.Compared with the existing policy, the new analysis results can be used to identify the deficiency of current anti-poverty policy during its implementation.Additionally the analysis has also learned from foreign policy experience.Through combiningwith our current policy environment, the feasibility of the policyhas been analyzed and related suggestion about the improvement to the current countermeasure has been put forward.
