Units community consisted a large component of the Chinese community in the past, much of the units communities still exist, but the accompanying social transformation, with the quickening pace of reform and opening up, the social unit start its disintegration gradually, the original function of the unit, such as, social function, executive function also changes follow the disintegration, the development of urban communities began the transition from institutional to community-unit system. Inevitably, transition problems occur. The research of transformation of the Units Community is of practical significance. The driving force for advancing this process is the "community building." Community participation is an important foundation for community building. Also the main channel to community cohesion, the formation of community identity, turning "units" and into "social".This article will make "units" community as the background. Xinjiang Hami community C as empirical research object, through existing literature review, field interviews and questionnaires conduct to collect information from the perspective of history and reality, describing before and after Reform and Opening, community involvement’s change, and find a good trend and inadequate participation problems, explore the reasons for the problems, find our useful strategies for units community governance and provide other types of community reference.
