Actor in government agencies in a very important role in the development and implementation of government decrees transferring specific business need for civil servants to complete the civil service, and therefore, the quality of civil servants serious impact on the level of administrative management level and efficiency of government. The overall quality of the civil service should include political and professional qualities and psychological qualities. However, currently in transferring civil servants, there has been serious professional psychological crisis. Career civil servants can properly resolve the crisis in mental health issues related to the party ’s ability to govern the relationship between the administration and management of the level of efficiency of government, to build a harmonious socialist society relations, related to the fundamental interests of the masses, and its significance is very significant. In order to understand the specific circumstances of the current crisis in the civil service career to take timely and effective, practical measures to enhance civil mental health, mental health professional to resolve the crisis, the paper launched a study. Study used the theory of local government management, administration mental and psychological crisis intervention theory as the theoretical guide to literature analysis, questionnaire and interviews with rice as the main research methodology, and occupational status of psychological crisis intervention in Zhejiang Province as a case of civil servants, carried out a detailed analysis and investigation.Over three types of case studies through interviews and questionnaires, respectively, from the educational intervention, incentive intervention and emergency intervention, intervention strategies analyzed in Zhejiang Province in the face of transferring civil servants appear professional psychological crisis, the current civil service career proper psychological crisis intervention in Zhejiang Province Year of way or other interventions in other provinces were analyzed. The study found that current professional psychological crisis intervention, Zhejiang Province, the civil service, there is education-based intervention, intervention, and lack of corrective intervention in case of emergency. In response to this situation, this study proposes Zhejiang Vocational psychological crisis intervention process, should improve the psychological crisis intervention agencies, professional counseling as an intervention personnel who carry out various forms of psychological crisis intervention. Also need to fully mobilize the enthusiasm of civil servants to participate in the self- psychological crisis intervention. Government agencies also need to be a certain amount of money and materials to protect and promote the civil service for effective psychological crisis intervention.
