Research On The Intervention Of Psychological Crisis In Local Government Emergency Management

In recent years,crisis events have occurred frequently all over the country,which has dealt a heavy blow to people.Crisis events cause great loss of life and property at the same time,as a source of psychological stress.People will have different degrees of psychological reactions,emotional changes and behavioral abnormalities,if they cannot receive timely targeted psychological counseling,may cause post-traumatic stress disorder,or even leave lifelong indelible psychological trauma.Therefore,no matter the government's emergency response system construction or the aftermath of crisis events,psychological recovery and reconstruction cannot be ignored.Psychological crisis intervention is regarded as an important symbol of a country and social civilization and progress,and has become an important topic in the emergency management work of governments of all countries.It's understandable that local governments in the rescue work focus on first ad and rescue property,but also cannot ignore the psychological problems caused by crisis event,although the psychological trauma is difficult to use intuitive data statistics and measure,but it lasts longer and has a more profound impact than physical trauma.Therefore,local governments should respond to the crisis in time and effectively,try to minimize the negative psychological impact of the crisis on people.So the establishment of a perfect psychological crisis intervention network of local governments is great practical significance for improving the emergency management ability of local governments,safeguarding the mental health of citizens and maintaining social order.In the case of “7.28”flood disaster in Yongji as an example,this paper analyzes the performance and reasons of the failure of psychological crisis intervention in the emergency management of local governments at present,and puts forward reasonable Suggestions for the construction of the psychological crisis intervention network of local governments.Details are as follows:First part: introduce the background and research significance of this paper,analyze the situation of intervention of psychological crisis in domestic and overseas emergency management,put forward research methods such as comparison study,investigation consultation and case analysis,and research the intervention of psychological crisis in local government emergency management.Second part: explain the theories of crisis event and emergency management,psychological crisis and psychological crisis intervention.Third part: taking the "7.28" flood disaster in Yongji as an example,this paper analyzes the failure of psychological crisis intervention in the emergency management of local governments,which is mainly manifested as the lack of unified organization and effective coordination,the shortage of professional psychological crisis intervention personnel,the lack of long-term mechanism of psychological crisis intervention and the inability to meet the needs of residents for psychological crisis intervention services.Fourth part: analyze the reasons for the failure of psychological crisis intervention in the emergency management of local governments.The main reasons can be summarized as four points.First,local governments pay insufficient attention to it;Second,lack of professional support system;Third,relevant policies and regulations are not perfect;Finally,the allocation of psychological intervention resources is unbalanced.Fifth part: puts forward some policy suggestions,I consider it should start from the following points to construct the perfect local government psychological crisis intervention network.First,local governments should give full play to their leading role.Second,professional support system should be further improved.Thirdly,we should strengthen the propaganda of mental health knowledge and crisis.Finally,it is important to focus on cooperation with non-governmental organization.
