Population.aging is the main population problems restricting the development of the China in twenty-first century. Since 1999, China entered the aging society, the development of the aging speed is accelerating. Unlike other countries, China has its own characteristics of aging. Not synchronized with the economic development, and the rural population aging degree is obviously above the city, but the rural old-age facilities has lagged far behind the city, which makes the rural old-age problem more prominent. By 2040, China will have 187million rural elderly population, accounting for about 80% of the national total elderly population. How to solve their pension problems will affect the harmony and stability of the country.The study found that China has entered the aging society, the aging of our country has three major features, fast, old before getting rich, more severe in rural areas. In order to truly reflect the situation of rural endowment, the article select Heze region as a typical to study, field trips H Village, focusing on the economic situation of H village elderly, health, life care, spiritual and cultural aspects.The study found that the majority of older people around Heze area unattended, later life is bleak; economy is not wealthy, life is not guaranteed; facing serious health challenges; spirit entertainment scarce. Overall, the rural endowment facing four major difficulties, family pension weakening, lack of self-support capabilities, Social Security system is not perfect, the collective endowment can not play a role. the article focus on cause analysis from the policy level, the social level, the negative impact of the economic development. The main reason for the policy level include:Early days of New China to encourage population growth, the family planning policy, Unsound social security system in rural areas. The social dimension of the main reasons include: the decline of the traditional culture of filial piety, the backward rural endowment concept. Negative impact on economic development include:the transfer of rural surplus labor force caused lack of care for the elderly, The decline of the rural economy so that family pension security features continue to weaken, so landless peasants land acquisition pension problem is more severe. Land expropriation make pension problem of landless peasants even more severe.Through study of rural endowment model in other parts of the country, obtained the basic ideas to solve the problem of rural endowment. Improve and strengthen the family endowment must first solve the rural "hollow" problem, enable children to stay in the countryside to take care of their parents. Secondly, to carry forward the traditional culture of filial piety, make endowment become conscious behavior of children; To solve the farmers pension problem, must increase the income of farmers, improve farmers’self pension level; Rural endowment is a national problem, the government must assume responsibility, perfect countryside social security system. To solve the problem should also absorb the social organizations to participate in rural endowment,For rural pension problems innovatively proposed to respect the psychological needs and habits of the elderly, to implement centralized endowment. Take the village as a unit to establ ish pension institutions to absorb the village elderly. For the first time, put forward to encourage rural non-elderly people with obligations labor in exchange for pension points, pension points can be used either their own pension, can also be transferred to their relatives and friends, with their own labor to provide protection for people’s endowment.
