The Study On The Problem Of China’s NGO Participation In Crisis Relief

With frequent occurrence of public crisis worldwide, public crisis relief are increasingly undertaken jointly by both the government and social forces rather than traditionally by the government alone. Particularly, with unique advantages, the NGO has become an important partner of the government in terms with crisis relief. As far as optimization of crisis management system is concerned, it is of great significance to fully play NGO’s role in crisis relief and strengthen cooperation between the government and the NGO.This paper uses research methods of literature review, system analysis and comparative analysis included. With introduction of the development of China’s NGO, firstly, the paper discourses upon functions and advantages of the NGO involved in crisis relief; Secondly, the paper analyzes problems and causes of the NGO involved in crisis relief, and lastly based on the demonstration of experience about the NGOs of the United States and Japan involved in crisis relief and its enlightenment for China, the paper puts forward a sound countermeasures of crisis relief engaged by the NGO. The countermeasures were involved in perfecting the legal basis for NGO participation in crisis relief; strengthening the guidance of the party and the government to NGO participation in crisis relief process; establishing and improving collaboration mechanism of crisis relief between the government and NGO; strengthening capacity-building of NGO participation in crisis relief, etc. Taking Chinese NGO’s participation in crisis relief for the starting point of the study, this paper aims to further improve collaboration capability of the government and the NGO both of which jointly cope with crisis relief, and constantly improve public crisis management system of China.
