The reform of administrative examination and approval system is an important decision made by the Party Central Committee and the State Council from the political perspective of the overall situation. This measure is to promote the reform of administrative system, to strengthen the self-construction of the government, to improve the socialist market economic system and to prevent the corruption.The construction of administrative service center is a product of the reform of administrative examination and approval system, and it helps improve the government’s administrative efficiency which can create the best development environment. The establishment of administrative service center, with obviously temporary and transitive consideration, is both the exploration and the attempt made in the reform of government organization and the adjustment of government function. According to the Administrative Licensing Law, the measures, including the adoption of scientific management method, the reestablishment of the procedure of examination and approval, the optimized method of examination and approval and the boost of electronic government affairs, are implemented to transform the government functions which will achieve service-oriented administration.Currently, the administrative service centers in our country are unauthorized with the power of administrative examination and approval. Legally, they do not have subject identity, and cannot directly execute the power of administrative examination and approval. However, the administrative service centers have the corresponding functions of management, coordination and evaluation. These administrative service centers play an important role in improving both the investment service and the administrative efficiency.On the basis of investigating the construction situation of the administrative service centers in our country, this paper, with the case of two-level administrative service centers within Ningbo, aptly analyzes the construction, operation, development and influence of these centers from the perspective of the function of administrative service centers. Apart from that, on the background of the unchanged system of the administrative examination and approval, this paper, without referring to the necessity of long-term existence of these centers, analyzes the looming problems and the relative causes during the development of administrative service centers, and puts forward the according solution measures which can help achieve the practical significance of the administrative service center.
