Research On The Optimized Construction Of Minhou County Administrative Service Center

In the report of the Nineteenth National Congress of the Communist Party of China,it is proposed to deepen the reform of the institutional and administrative system,transform the functions of the government,deepen the simplification and decentralization of government,innovate the way of supervision,enhan ce the credibility and execution of the government,and build a service-oriented government that the people are satisfied with.The administrative service center is the core carrier of building a service-oriented government.In 2012,Minhou County established Minhou County Administrative Service Center to promote the construction of service-oriented government.After more than 6 years of operation,Minhou county administrative service center has made certain achievements,such as reducing the time limit for examination and approval,improving the efficiency of work,promoting the openness of government affairs and promoting the construction of "Internet+government services".But there are also some problems,such as the contradiction of personnel management under the dual management system,the poor collaboration among the central management committee,windows and accredited units,the independence of the inter-departmental approval system,the difficulty of promoting service initiatives,the formalization of internal supervision and the insufficiency of external supervision.Therefore,guided by the new public service theory and the service-oriented government theory,we should learn from the advanced experience of Baoan District,Liaocheng Dongchangfu district and Chengdu Wuhou District in Shenzhen,break the "double management",enhance internal satisfaction,set up the concept of "service-oriented government",implement the service measures,and promote "Internet+government services"."Construction;Establishment of cooperation mechanism among central management committee,window and accredited units to play a synergistic role;Construction of three-dimensional,multi-subject supervision mechanism and other aspects,put forward countermeasures and suggestions for optimizing the construction of Minhou County Administrative Service Center.
