| As a revolutionary vanguard against traditional regulation government and a bridge tower of the construction of service-oriented government, administrative service center has made many encouraging results in the implement of the reformation of administrative examination and approval system, promoting openness in government affairs, improving government performance and the soft environment for economic development. Nevertheless, because of cognitive limits, the imperfections of their own, and some of the relevant non-matching system, administrative service center is also faced with many common problems in the course of development. The main purpose of this paper is that, taking the Daqing service center as the case, to reveal obstacles that local governments meet during the construction of administrative service center and to put forwards several feasibility proposals for solving these problems.The paper conducted a comprehensive study for a number of theoretical and practical problems faced by administrative service center : summarizing the definition of administrative service center accurately and completely; making an analysis of theoretical foundation and its significance; afterwards in accordance with actual condition of Daqing administrative service center; elaborating on achievements, innovation, and obstruction of the construction of Daqing administrative service center, in this part of the analysis, the paper focusing on the renewal the application of information technology brings the management of administrative service center; at last,for the existing problems of construction of administrative service center, the paper proposes the corresponding countermeasures from the point of nurturing the concept of public service, strengthening the regularization, and upgrading the level of e-government.
