Over the years,with the continuous development of China’s market economy and political system reform,city community social organization, is independent from the government and people of the "third sector",because of its mass, wide and strong vitality and cohesion,has already become the important carrier and main body of city community construction. But for a long time community social organizations because of the lack of regulation system of legal norms and science,existence of local "emerge of itself and perish of itself" of the situation, the lack of management and operation of the professional system and professional personnel,at the same time,the relationship between social organization and the government is not clear,some of the functions of government outsourcing, such as the regulation of the government procurement and the lack of relevant laws.Through the research and Analysis on the existing status of development on social organization information,laws and regulations,combined with the relevant social organizations in developed countries and areas of the legal regulation mode and the operation of the law,with the development of social organizations in Xuhui District of Shanghai city as an example,study how the construction of laws and regulations,around and based on the construction of service-oriented government,how to to further promote the transformation of government functions,speed up the basic public service system in the area of health,how to foster the development of good public welfare organizations, play the main social organizations in social construction,community service for the improvement of the social construction,advance mechanism; to balance, resource integration,function development,social participation as the focal point,to promote the government purchase social work service,provide accurate sample for the construction of China characteristics of social organization legal system and can learn from the experience and the social organization of legal opinions and suggestions.
