Knowledge Management Practice In The Grassroots Tax Bureau

In this paper,knowledge as a new economic growth power is full valued by governments and business. Economy of the 21 st century is a knowledge economy time, not only the existing mode of production, life style, learning style and way of thinking, the education way, more important management style will be a major change, better knowledge acquisition, storage, transfer and use of increasingly become the center of the social and economic life. Knowledge management concept arises at the historic moment, experts and scholars began to committed to the research of this field, all kinds of enterprises to actively carry out the knowledge management practice, effectiveness has been initially apparent. Relative to the enterprise knowledge management started early, wide application, the government organization of knowledge management theory research and practice started late, research of the significance of knowledge management of government organization, strategic objectives, and model architecture is lacking, even in the field of practice, there is few government organization which has clear the concept of knowledge management, and truly effective practice is scarce.On the basis of the knowledge management theory introduction,with a review of the development of knowledge management, this paper focus from objective significance to the practical needs of grassroots government organization knowledge management. As the tax authority is the national tax policy practitioners and practitioners in the construction of a service-oriented government, strengthening tax administration work and improving the quality of the cadres directly relates the tax service efficiency. The desire and attitude of increasing the efficiency of the management by optimizing the management way is realistic. So we choose a district of Shanghai tax bureau for example research.Through the analysis of the advantages of knowledge management we evaluate its knowledge management maturit, further analysis of the existing problems and the reasons of knowledge management. Then study a large number of successful cases of knowledge management at home and abroad, selected one enterprise and one government’s successful cases to summarize its successful experience. Finally combining with the defects of Shanghai certain district administration of taxation using the experience of domestic and foreign outstanding case, we optimize its knowledge management system by the "one goal, four links, three guarantees", namely one goal "knowledge management strategic objectives", four links "knowledge creation and acquisition, classification and storage of knowledge, knowledge dissemination and sharing, knowledge management assessment of the" and three guarantees "organization culture, information systems and technology, organization structure and system ", to put forward some countermeasures for comprehensive optimization of its knowledge management system, to strive to provide beneficial reference for the practice of the actual work.
