In recent years, the whole country is advancing at different levels of the administrative approval system reform. The 18 th National Congress of the Communist Party of China requires the government to handle the relationship with the market and society, making the market to stimulate tremendous vitality,and makes the market in resource allocation play a very important role, while continuing to promote political reform. Started in the 1980 s, new public management theory in continuous improvement, the experience of western developed countries on government management reform can also provide reference for China to use the new public management theory and further administrative approval system reform. Although the administrative approval system reform has been more than ten years of development, but in the face of the new situation, there are still many new problems, reform is not complete,secretly approval, canceled projects disguised as approval still exists, how to change government accelerate the implementation of the functions under the premise of the administrative approval system reform is particularly important.The use of new public management theory to enhance the public service concept also continue to deepen reform of our country in the extract of the road, which is both the inherent performance transformation of government functions, but also learn from foreign experience in the practical results and theories put forward.The county government as a primary force in our government, which served a very important role in the transformation of government functions required under the premise that the government should play an important role in the county, and continue to strengthen the reform of administrative examination and approval system for the county government. Meanwhile, the reform of administrative examination and approval system for new public management theory at the county level, the use of small, lacks some aspects of the use of success stories, this article is from the administrative approval system reform and new public management theory to improve public services in the conceptual level to start, learn from the experience of domestic and foreign approval system reform, administrative approval system reform, Tongxiang City, Zhejiang Province, analyze current issues in the county administrative examination and approval system reform exists, then study for a county-level administrative approval system reform countermeasures.
