The Research On Promoting Grid Management In Hebei Province

As an important part of the rule by law, grid management is a significant carrier of deepening peace-building legally, and a necessary requirement for social governance systems and modern, legalized, informational governance. In 2014, Hebei began planning to carry out the construction of grid management within the whole province, and strove to achieve basically the urban and rural full coverage of grid management in the province by 2-3 years. This could further improve the level of social governance and peace building modernization, as well as the goal of "people-oriented, grid management, information technology support, full service" can ultimately be achieved, laying a solid foundation for construction of the smart city at the same time. Currently, implementing the province’s grid management is still on the planning phase with extensive research, experts’ argumentation and seeking consultation. In this paper, according to the overall arrangement by the central government for comprehensively promoting rule by law, combining the actual situation of our province, in line with the basic ideas of more comprehensive information collection, more prominent data support, better public services, finer social governance, and more harmonious and orderly society, also by summing up other provinces’ advanced experience, it studies top-layer design, achieving management services, team building, working mechanism and so on, as well as makes recommendations for promoting grid management in Hebei, with the aim of providing necessary references and intellectual support.The introduction of the paper elaborates the research status, the main idea of the research, the innovative points and the research methods of grid management. The second chapter sates the concepts, features as well as relations of grid management and social governance, and explains the necessity for promoting gird management. The third chapter describes the current situation of Hebei’s grid management, including the development process and the status of provincial departments, municipalities and districts, and counties(cities) administrated by province. It then gives a relatively complete introduction of relatively successful grid management cases in Hebei, which were taken place in Qinhuangdao and Fengnan, Tangshan, with the content of planning and design, operation and management, results and so on. The fourth chapter points out the deficiencies of our province’s grid management in five aspects including uneven development, grid imperfect, and urban and rural unsynchronized development. Meanwhile, by comparing and analyzing with the situation in Hubei province, it suggests the reasons with further analysis on the level of thinking and understanding as well as top-layer design. The fifth chapter introduces the basic situation and experience of Hubei’s grid management, focusing on the experience and practice of urban and rural gird management in Yichang. The sixth chapter presents countermeasures and suggestions on promoting Hebei’s gird management, highlighting advices of top-layer design, gird division, platform integration, achieving management services, team building, working mechanism and other aspects of the proposal, form a complete framework to promote the grid management. In the work mechanism, focuses on the work of supervision and management mechanism, the daily operation mechanism, use modern means of science and technology, establish a scientific operation system, realize the organic unity of efficient management and full service. The content of team building focus on people management studies, seeking to establish a personal management system which is suitable for actual work.The main research methods of the paper are: Literature research. Collecting literature and information relating to grid management through different channels, follow by reading and analyzing them to learn the theoretical understanding of this topic, which lay the theoretical groundwork for this topic. Case studies. Introducing and studying the grid management of Hubei province, Hebei province, Yichang city and Qinhuangdao city. Comparative studies. Comparing Hubei province and Hebei province, then analyzing the results to identify deficiencies and gaps. Survey research. Investigating the grid management inside and outside the province to understand the current situation to proceed analysis and summarization. Combination of macro and micro-research. With the topic of practice study for promoting Hebei’s grid management, combining the microscopic actual circumstances, so that the research can be based on an effective basis.
