The Role And Path Of Social Organizations To Participate In The Mass Incidents Management

China is carrying out comprehensive, multi-system socialist reform deeply, and the society has changed a lot. At the same time, social governance in our country is faced with many problems, such as the gap between the rich and poor is widening, the social conflicts are increasing and mass incidents occurred frequently. Mass incidents have the characteristics of diversification, socialization, and normalization, which not only affect the social stability and harmony, but also damage the image of the party and the government, challenge the authority of law, and cause huge property losses and casualties. So its negative influences cannot be ignored. In the period of social transformation, how to view the mass incidents correctly and rationally, prevent and handle mass incidents properly, are the problems to be solved. It is also the issue of common concern of all sectors in society.With the concept of "new public management" coming into being, and the development of the social organization itself, we have new ideas and perspectives on the governance of mass incidents------the participation of social organizations. The government is no longer the only governor of mass incidents. The unique advantages, professional property of social organizations and national policy support for their participation in social management, provides it with a favorable environment, which makes it become a new force of preventing and dealing with mass incidents.The thesis starts research from the perspective of mass disturbance governance with social organization as main body. The thesis introduces the effects, difficulties, and basic path of social organizations’ participation into mass disturbance governance under the background of social transformation and further reform. The detailed contents are summarized as follows: chapter one analysis research background of thesis and analyzes research intention from two aspects of theory and practice, as well as introduces current research situation home and abroad, based on which, the brief evaluation is made. The paper mainly use the literature research and normative research methods. Chapter two explains related concepts of mass disturbance and social organization, introduces current developmental status of social organizations, and analyzes reasons and features of outburst of mass disturbance in new era.Chapter three, analysis the reasons of the social organizations to participate in the governance of mass incidents, it include two aspects: the external cause and internal power. External reasons including the needs of the complexity of mass incidents in the new period, the lack of government governance, civil society and good governance theory and national policy support the development of four aspects, the intrinsic motivation refers to the intrinsic attributes of social organization and their own advantages. Chapter four analysis the role of social organizations in different governance stages, includes the source stage, the process management stage and aftermath stage.Chapter five pointed out the dilemma of social organizations to participate in the mass incidents governance from the angle of the government and social organizations, mainly reflected in the imperfection of the system of space provided by the government and social organization of its own resources and ability is insufficient. Chapter six, put forward the basic path of social organizations to participate in the mass incidents on the basis of the dilemma, respectively from four angle of the rule of law, organization, cooperation and capacity building.Above all, the thesis holds the opinion that social organization plays unparalleled effects in mass disturbance governance. We should pay attention to its function and effects and provides excellent system space for its development and establish cooperative relation with government, finally achieving optimum effects of mass disturbance governance.
