| Retired military cadres have made important contributions to the cause of revolution,construction and Reform under the leadership of the party,and they are valuable assets of the party,the country and the army.properly transfering the resettlement and implementing the political treatment and living treatment are essential.They are not only the duty of the military rest house,but also the responsibility of the state and society.With the reform of institution in the new period,the state has set up a special service institution for retired soldiers,aiming to provide good service management of retired soldiers and retired cadres.This is of great significance to the modernization of national defense and the accumulation of strong military reserve forces,promoting the social reform,harmony and stability at this stage.Basing on the experience of work,the author found that the service management organization of retired military cadres in China started in the 1970 s and 1980 s.The mode of service management still follows the traditional way.With the advancement of political and economic reform,the government management institutions recombine.Despite explorations in enhancing the quality of military rest service,the dislocation of service management still exists,which can no longer meet the growing spiritual needs and psychological expectations of retired cadres.Some of the retired cadres have required the military service management organization to change the service mode,develop various activities and improve remuneration.Therefore,the author believes that the optimizing the military rest service management mode is urgent.Research methods such as questionnaire survey and interview are used in this dissertation.The author takes the military rest Institute in Zhengzhou as the research object,and finds out the prominent problems and reasons in the current military rest service management.Firstly,some staffs in the management organization of military rest service are not professional enough.Secondly,the development of social service in military rest institutions is not balanced and sufficient.Then,interaction between decentralized management of retired cadres and arrangement Office for Military Retire Cadres is traditional and unitary.Lastly,Military cadres are not satisfied with the existing service management.The author also uses the theories of public governance and service-oriented government in public management to investigate and analyze three representative arrangement Office for Military Retire Cadres.In the study,successful experience and methods in management can be revealed: Socialization is the inevitable road to the reform and development of the service management mode;Informatization is an effective way to carry out diversified military rest Service Management;Specialization is the booster in enhancing management level of military rest service.Therefore,to optimize and upgrade service in terms of socialization,informatization and specialization can effectively improve the service efficiency and quality of arrangement Office for Military Retire Cadres,which produces the way that this pattern is implemented concretely. |
