| Retired cadres of the officeholder system is an important part of the party’s cadre troop. Along with our country entering an rapid development period of aging population, the number of retired cadres of the officeholder system is more and more, and occupies a large proportion in the elderly population in our country. As a special group among old age group, which has a unique role and position, most of the retired cadres of the officeholder system are sophisticated, have good professional abilities and relatively strong desire of realizing self-worth after retiring; At the same time, they devote themselves to the building of the new China and the process of social modernization. The Communist Party of China and state leaders always attaches importance to developing the administration of retired cadres, and stressed several times that retired cadre is a valuable treasure of the Party and our country and an important basis for the ruling party. Therefore, it is necessary to play a good experience and wisdom of retired veteran cadres, promote social harmony, and promote the sustainable development.This paper reviewed the social embedding theory, social role transformation theory, the welfare pluralism theory and maslow’s hierarchy of needs, and then from the civil service system of retired cadres, retired cadres diversified pension demand, the current civil servant system service management present situation, the social endowment resources present situation and so on three aspects, the civil service system in shaanxi province to retire the cadre field investigation analysis of current situation of service management, a survey of the civil service system in shaanxi retired cadres service management present situation and analyzes the existing problems. Secondly, comparing with the practices of retired cadres’ socialization management in several parts of the country, the author provides some experience for the service management of pensioners in Shaanxi during the new period, putting forward that retired cadres’ socialization service management is a new service management mode, which must stick to socialist market economy system, need government regulating control by macroeconomic regulation, and whose service resources are provided by social organizations. Finally, the paper points out the implementation strategy of socialization service management mode for retired government employees in Shaanxi from five aspects which are following:strengthening the guidance, promote the diversification of viewpoints on public pension and the ways of supporting the aged for the older cadres; clear positioning, emphasize the regulatory and coordinating role of bureau of retired veteran cadres in retired cadres’social endowment; to perfect the policy, increase the working strength of two-sided support; integration of resources, make full use of retired officials, communities and social resources; taking a long-term perspective, build a social service system for the old in uniform regions. |
