In recent years,with the rapid development of China’s economy, people’s health level increases constantly and aging population scale continues to grow accelerately, thus further aggravating the ageing of population. However, while the extent of an aging population keep deepening and the demand for pension service keep increasing, the traditional family endowment functions are weakening and the function of the institution endowment cannot fully meet the demand of various pensions, which gives rise to community-based home care service for the aged. The community-based home care service for the aged is a concept between family-based care for the aged and institutional care of the elderly. Under the community-based home care service, the elderly still live in their own homes and the society provide those services they need for them, which not only saves expenditure from building concentrated pension institutions, but also is in accordance with traditional endowment culture. The community-based home care service can make full advantages of family support and ensure the elder’s independence in the same time.Meanwhile, there also exist some problems in the community-based home care service. From the perspective of Social Inclusion Theory, this thesis take the community-based home care service of Guangzhou as it’s object of study, and further discuss this issue systematically, which not only enriches the content of studying community-based home care service, but also is a meaningful extension to the research in the field of Social Inclusion Theory. This study has both theory and practical value.First of all, this study researches the theories and the literatures of community-based home care service and defines the definition of related concepts. Secondly, based on the theories and the existed researches, proposes the hypothesis of this study, and clarifies the operational definitions. Thirdly, analyzes statistics by using SPSS and tests the hypothesis in this thesis. Finally, analyzes the result of this study and the conclusions are listed as below.Firstly, most elder people haven’t actively participated in the discussion of community service and few of them take part in volunteering activities frequently. Besides, among those who feel extremely not adapted to life after retirement, the elder between 60 and 70 years old occupies the largest proportion. As a result, the community should actively cultivate the building and development of the elderly volunteer team, and encourage those who are still healthy to participate in volunteering activities and discussion of community issues, thus enhancing Community Autonomy.Secondly, there are positive correlation among the inclusion of psychology, the inclusion of culture, the inclusion of economy and the accommodation of behaviors. Significant correlation exists between the inclusion of culture and the inclusion of economy, as well as between the inclusion of psychology and the accommodation of behaviors. The elderly with different population characteristics shows different performance in each dimensions of social inclusion, and thus community workers should offer different kinds of community-based home care service to different type of the elderly according to their specific characteristics and needs, which will help promote those elder people’s social inclusion.Thirdly, because of the economic inclusion has a significant positive impact on behavior adjustment and culture inclusion, the government shall provide financial support for the community home endowment service. Besides, one problem that those not local elder people have to face is that they do not have health insurance in Guangzhou, and thus the government should explore connecting the medical insurance system across provinces and cities, perfecting community health service system.Fourthly, diversification of community home endowment service content requires higher community home endowment service levels, which indicates the need to build community support network and build non-profit organizations based on the experience of America’s nonprofit community home endowment service organization.
