The Internet, driven by the development of information technology, has become the primary medium of information dissemination. Characterized by extensive coverage, intensive penetration, and unique traits such as interactivity and mobility, it plays an important role in complicating simple matters and amplifying trivial issues, turning personal, local, common affairs into public, global, political concerns, thus posing challenges while serving as a new means of social management for the government. The prison, as an organ responsible for execution of criminal punishments and thus an essential part of our country’s judicial system, is critical in ensuring social security and stability. Given growing public awareness of social democracy and the rule of law, its management activities and law enforcement practices have become the focus of public attention and web comments. Prison-related information posted on the Internet invariably registers high CTR and gives rise to questions regarding law enforcement by prisons, in some cases even resulting in an online public opinion crisis.Nevertheless, due to insufficient knowledge of this new media, prisons often fail to effectively handle online public opinion and thus are in dire need for theoretical and practical guidance in order to adapt to these developments. Therefore, relevant studies are called for on the evolution of online prison-related public opinion and its management. Such studies can produce findings to be used by prisons in its work on scientific treatment of online public opinion and effective resolution of public emergencies. Meanwhile, these studies are of theoretical and practical significance for sustaining ongoing security and stability in prisons, and promoting diffusion of social tensions, innovation of social administration as well as fair and uncorrupted law enforcement. This paper will deal with the response mechanism of prison-involved online public opinion crisis. Drawing on relevant domestic and international researches, it will look into the features of prison responses to online public opinion crisis and the significance of such exploration. Problems and shortcomings in current management of online public opinion will be revealed through an analysis of the inexperienced and improper practices of prisons in recent related cases. This thesis, unlike previous studies focusing solely on technical skills in responding to online public opinion, will approach the issue from the perspective of crisis management with an eye to the characteristics of prison work. Its ultimate aim is to establish a scientific and systemic prison-affected online public opinion crisis management system using the 4R model of crisis management, highlighting a systemic crisis management coupled with an integration of online and offline, peacetime and wartime, short-term and long-term endeavors.
