The 18 th National Congress Report clearly points out that by year of 2020, the objectives to build a well-off society in an all-round way should be completed,including all aspects of economy, politics, culture, society and ecology. One of the most difficult tasks is to "substantially reduce the poverty alleviation objects".Most of China’s rural poverty population are distributed in more than a dozen of concentrated poor areas, where there exit grim situations like drought and water shortage,cold climate,high mountains and steep slopes, soil and water loss and frequent natural disasters as well.The most typical one is the karst landform in southwestern and northwestern China,which is socalled “the three west areas”.The bad natural environment and poor infrastructure lead to serious poverty in these areas, and poverty aggravates environmental damage back around.After 30 years of reform and open, China’s economy has grown to become the second largest in the world, while the ecological problems have become more and more serious.In the past few decades, most of the western provinces of China have carried out the ecological emigration project of different scales, thus caused wide attention both at home and abroad.Whether for poverty alleviation or ecological environment protection, the poor all need to be moved out of the ecological fragile areas.As one of China’s most continuous poor areas with high levels of poverty,Xi Hai Gu has been attached great importance to help support the poor,and "three west" poverty alleviation plan has been turned on by the government to improve the situation since the1980 s.In order to get a comparatively well-off degree in synchronization with the nation,Ningxia makes the ecological migration as an important means to develop its economy and society,and also plans to move out 350000 people who living in the south-central area during the 12 th “five-year plan” in a half decade.The earliest immigrants of Ningxia started in the late 20 th century.It has successfully implemented the Diao Zhuang and Yang Huang Guan Gai immigration, and long-distance move for poverty alleviation.After repeated practical experience and difficulties overcoming, Ningxia implementation ecological immigrant project has achieved a great success, and provides a strong reference for other provinces and autonomous regions of their ecological immigration.In this paper, the research is conducted in the perspective of immigrant groups, and carries on the degree of satisfaction measurement.The paper also uses the theory of sustainable development, push and pull theory and the theory of service recovery and so on,taking Jing Ling New Village Ecological settlements 0f Ningxia as an example;and obtaining the required data and information by the way of questionnaire and interviews.The questionnaire is designed using Likert scale.Items of the design are on thebasis of economic, ecological, social and public service which make up the four first-level indicators.Besides,there are 18 secondary indexes. Questionnaire analysis is mainly used Factor Analysis Method. The empirical analysis is carried out based on the satisfaction of the village after the migrants.After analysis of data obtained we know that immigrant masses of Jing Ling New Village are satisfied with the immigrant project, and evaluation of satisfaction is mainly determined by several factors like economic, environmental and social services, while satisfaction with financial subsidies,medical and traffic is not high.For this reason,we should further enhance the satisfaction of the immigrants through the environmental construction, skills training, public service ability and education development to put forward the targeted countermeasures and suggestions, to promote the economic and social development healthily and orderly of new immigration districts.
