Shanghai Official Vehicle System Reform Research

In order to implement the Party’s 18 and the eighth plenary meeting spirit and "opposition to party and government austerity waste regulations", the CPC Central Committee and State Council issued the "Guidance on comprehensively promote the reform of public service vehicles "and" the central and state government official vehicles reform program, "the official vehicle system reform, standardized operation and management of official vehicles, thus effectively reduce administrative costs. At present, the system of official vehicles there are a lot of issues, beyond the standard configuration of official vehicles, so the phenomenon of so-called " Gongchesiyong", making official cars into privileged vehicles. The author of the government official vehicles system and reform model of research and analysis, in Shanghai for specific analysis cases, the implementation of the pilot point conduct research, summarize the main problems of the system and the reform of public service vehicles modes exist, and learn from foreign institutional development, and develop appropriate solutions.In order to write this thesis, I adopt literature research, comparative analysis, case study, in the process of writing the thesis is divided into six parts:The first part give a brief study on the background to the research, its significance, status and other domestic issues; the second part is related to the concept and theory which are introduced to the thesis to explain the concept of official vehicles and reform of official vehicle system reform, and also give a brief introduction on public goods, public policy and the new public administration theory; the third part is about the reform of offical vehicles in Shanghai, give analysis on the problem of the reform of Shanghai official vehicles and also the reasons which cause these problems are analyzed in this part; the fourth part is about the operation of foreign official system and reform of official vehicles in other part of China. In this part, I also summarize the Enlightenment; the fifth part is to improve the system of official vehicles and improvements made appropriate policy reform model; part VI is a brief ending of the whole thesis. I hope that through my research, Shanghai can effectively improve the reform of official vehicle system to avoid similar problems that exist now, thus can promote the development of a better system of official vehicles.
