Content Framework And Electronization Of The Law Public Service In China

Law public service is an important part of the basic public service of a country. In the democratic nomocracy society, people have the rights to enjoy the law public services, and the government has the responsibility to provide better services. Indeed,China has made great achievements due to the reform and opening-up policy, but did not focus on the problems of fairness and justice in society. It is displayed that the voice of the vulnerable groups is not paid attention promptly, and there is a lack of effective support in the fair competition. All these result in a tenfold increase of the social grievances, the mass disturbances, and the stability maintenance pressure. The fact that people settle disputes not in a legal way sometimes occurred. It is related to the current imperfect service system, the shortage resources of basic legal services, and the inefficient mechanisms-operation. Therefore, in order to adapt to the new situation of economic and social development, and to protect the citizens’ basic legal rights effectively, the Ministry of Justice proposed the ‘Viewpoints on promoting the construction of law public service system’ in February 2014. Around the theme of law public service and its system, not only the cognition in concept, the institutional framework, the scope and the standard construction need to be confirmed, but also the information construction need to be developed.Thus this paper attempts to propose suggestions on the framework and the electronic construction of law public service system. Basing on the theory of public management and e-government, this paper aims at promoting law public service development.In addition to the introduction, the paper consists of three parts.The first part mainly describes the basic concepts of law public service and related ideas, that is, the problem what they are. Summarizing domestic and foreign scholars’ viewpoints of law public service, the author explains the connotation and extension of law public service.The second part focuses on discussing the principles of building the law public service the basic elements and scientific operations, that is, the scheme how to build the system. According to the empirical studies, the author elaborates how China blends theabove-mentioned basic elements into the current framework for the law public service,and sums up the real framework for China’s law public service. Then the author proposes what our country should do to set up the content framework with these basic elements from the theoretical point of view, and put further forward to the ought-to-be framework for China’s law public service.The third part considers the electronization programme of law public service.Combining the information platform construction, the main function setting and the specific content providing and maintenance, the author is meant to find out the ways to realize the electronization of law public service, that is, the solution how to achieve the efficient implementation.The scientific building of law public service system can provide the public with high quality and efficient law public services. Currently, local governments are exploring the effectual way actively. I hope this article will provide some significant reference for promoting law public service.
