Cadre assessment is an important work stipulated in the Party Constitution and the State Civil Servant Law.It is an important basis for selecting and appointing cadres,and a necessary means for managing and supervising cadres.Cadre assessment is not only the key work of cadre management,but also the difficult work.After the introduction of cadre assessment and evaluation methods in our country,provinces and cities have successively introduced cadre assessment and evaluation methods suitable for local development according to their respective situations.However,after several years of work practice,some common problems have been found in actual work.Since the 18th CPC National Congress,General Secretary Xi has stressed the need to establish a scientific and standardized cadre evaluation system,to promote leading cadres to establish a correct view of political performance,and to form an effective mechanism to encourage cadres to be realistic and pragmatic.As well as cadre assessment,which should play an important role in the coordinated promotion of the " four comprehensive'*strategic layout,we should reform and improve the cadre assessment system,make good use of the assessment results and solve prominent problems.In the report of the 19th national congress of the CPC,it was also put forward that ·'we should adhere to the combination of strict management and kindness,attach equal importance to encouragement and restraint,perfect the cadre evaluation mechanism,and establish an incentive mechanism and a fault-tolerant and error-correcting mechanism".This puts forward higher requirements for the assessment of leading cadres.Therefore,under the new situation,It is necessary to conduct in-depth research and analysis on the comprehensive assessment of leading cadres,find out where the problems are,analyze the reasons for the problems,and put forward scientific and effective countermeasures and suggestions.This has important significance for the promotion and improvement of the comprehensive assessment work of leading cadres.Based on the theoretical knowledge of public human resources development and management and leadership science,this paper introduces the concepts of county-level leading cadres and comprehensive assessment by consulting a large number of documents and combining empirical research,quantitative and qualitative analysis.Taking the comprehensive assessment of county-level leading cadres in municipal departments of K city as an example,this paper analyzes the main existing problems and focuses on the analysis of the four aspects of system design,assessment work,assessment personnel and political and cultural environment.According to the existing problems and reasons,this paper puts forward feasible and scientific countermeasures and suggestions.In order to continuously improve the scientific level of the comprehensive assessment and evaluation of leading cadres,and to achieve the goal of improving the comprehensive quality and ability level of leading cadres at the county level,and the aim of leading cadres to compete in practical work and performance will be guided.
