In the contemporary China, to improve the innovative thinking ability of civil servants has become a necessary requirement to promote self-improvement and development of the socialist society with Chinese characteristics, successfully meet the challenges of international competition and challenges, and improve administrative efficiency and effectiveness. From the domestic background, whether it is economic reform, political reform, or reform in other areas, need to the participation of a large number of civil servants with innovative thinking ability; both ideological and cultural innovation, institutional innovation, or technological innovation need civil servants with innovative thinking ability to lead and demonstrations. From an international background, the face of fierce competition in the international environment, the increasingly cramped living space, both developed and developing countries are facing development, change and innovation issues, which also need our government has high-quality civil servants with innovative thinking ability to make full use of creative thinking ability and the courage and wisdom of breakthrough past and open up new bureau to help China to cope with the challenges successfully and access to development opportunities in the fierce international competition. In view of this, it is very important and urgent to improve the innovative thinking ability of civil servants in the construction of socialist modernization in our country. Over the years, with the deepening of the reform process in all aspects of our country, the civil service innovative thinking ability in our country has been greatly improved. However, due to the constraints of certain factors, the development of innovative thinking ability of some civil servants is very restricted. This in a certain extent has influenced the self perfection and development of the socialist system with Chinese characteristics, which influenced the construction of the innovative government in our country, the efficiency and the effectiveness of the government administrative governance, and also influenced the formation of the spirit of the whole society. Therefore, it is an important issue to be solved in the process of reform and innovation of our country to study the various factors that restrict the improvement of civil servants’ innovative thinking ability, and find some strategies to overcome these negative factors and then ultimately promote the civil service innovative thinking ability.From the study path, this paper mainly uses literature research, case studies, induction studies and other research methods,and from some administrative practice lack of innovative thinking of civil servants, analyze the negative impact of the traditional administrative culture, some negative factors in the current administrative culture, the imperfection of the current innovation system and the low quality of the civil servants themselves, find out the practical measures to mitigate that impact to eventually promote the civil service innovative thinking ability. This paper is divided into four parts, and details are as follows:In the first part: theoretical analysis of the civil servants’ innovative thinking ability. This part mainly includes the concept analysis of the innovative thinking and innovative thinking ability, the connotation analysis of innovative thinking ability, the characteristic analysis of the civil service innovative thinking ability based on the particularity of the identity of the civil service, and the significance analysison of civil servants with innovative thinking ability.In the second part: the performance on lack of civil service innovative thinking ability. In recent years, China’s civil service innovation thinking ability has been greatly improved in general, but also showed the phenomenon of the lack of the ability of the civil service innovation thinking in the process of administrative innovation.The specific performance is that in the administrative process, denial innovation phenomenon still exists; not good at innovation phenomenon still exists; random innovation phenomenon still exists; negative innovation phenomenon still exists.In the third part: factors of restricting the improvement of civil service innovative thinking ability. This part analyzes the specific factors which restrict the improvement of the civil servants’ innovative thinking ability according to the performance of the insufficiency of the civil servants’ innovative thinking ability. These factors mainly include: the traditional political culture in our country; some negative factors in the current administrative culture; the imperfect factors in the innovation system; factors of civil servants’ own low quality.In the fourth part: countermeasures to improve the civil service innovative thinking ability.This part combined with the performance on lack of civil service innovative thinking ability and a variety of constraints and puts forward the concrete measures to improve the ability of civil servants of innovative thinking. These specific measures mainly include cultivating the civil servants’ innovation motivation, reducing the phenomenon of refusing to innovate, improving the civil servants’ innovative means, reducing the phenomenon of non-good innovation, regulating the civil service innovation processreducing, reducing the phenomenon of random innovation, constructing the civil servants’ innovation environment, and reducing the negative phenomenon.In short, it is very important for civil servants to improve the ability to think creatively to ensure the smooth conduct of the reform. Only a thorough study of the various factors restricting the improvement of civil servants’ innovative thinking ability and improving, can more effectively improve creative thinking ability of civil servants and promote the realization of socialist modernization early.
