Forming consensus is the ultimate goal of social consultation.In the promotion of social consensus,TV politics consultation plays an indispensable positive role,which has not been paid much attention by academia as a communication phenomenon.This paper takes "our round table" as the object of study to analyze the social consultation function of television politics in three aspects: social participation will,consultation implementation path,and platform function promotion in a background of new media.The following issues are discussed in detail: whether television as a political platform can effectively organize the public participation,whether it fulfills the social negotiation function,through which path it is implemented,and how its social consultation function can be further developed.Through these studies,the feasible implementation path of social consultation to reach consensus is examined in the context of new media.In the aspect of social cognition,this paper investigates the "public'swillingness to participate in political consultation through television" by in-depth interview and questionnaire survey.It is found that the majority of public were willing to participate in social consultation through TV,among which the audiences who regularly watched the program and the public who had participated in the consultation were more appreciative to this approach.However,the proliferation of new media has a negative impact on the public's willingness to participate in social consultation.In the aspect of implementation,this paper investigates two cases of television politics consultations to study the implementation status of "public discourse power" and "preference conversion" by empirical research.This study found that: By involving the government,the public,and the experts in the social consultation through the television political platform,the guests' identity could be turned from the urban governance "bystander" into "the participant",which realizes effective social consultation.The basic path of the social consultation function of TV politics consultation is: free expression of new media-face to face consultation organized by TV consultation platform-consensus formation-scientific decision promotion-influence to the expression of new media.Based on practice,a conclusion has been drawn that through consultation and dialogue,a certain degree of understanding can be achieved and problem-solving can be promoted,so that the opposing emotions and tension in the network public opinion can be alleviated.In the aspect of function promotion,this paper studies the challenge of TV politics consultation in the background of new media by literature research and in-depth interview.It is found that,under the background of new media,social consultation is confronted with the troubles of "social mentality imbalance" and "channel fragmentation".In the media integration,TV should promote social consultation function by two means: to emphasize "the institutional participation of officials and the parties" and to actively promote “the institutional implementation of consultation results".The significance of this study is the improvement of the deliberative democracy theory in complex public opinion environment under the background of new media.It also provides a reference for enhancing the effectiveness of social consultation in social governance.
