As indicated in the report of the 18th national congress of the Communist party of China (CPC),the whole Party should care about young people,learn about what they have in mind,encourage their growth and support them in pursuing careers in an entrepreneurial spirit.It has been a trend of increasing proportion of young civil servants in the last decade.By understanding the characteristics of young civil servants as a group and the status of motivation system,the better motivation mechanism could be established and improved. The study will not only have a relation with the mobilization of the enthusiasm,initiative and creativity of young civil servants,but also have effects on improvements of administration efficiency and service quality. Moreover,it is related to the improvement of public image,the social stability,the reformation and modernization of the state administrative system.Therefore,it has been an essential requirement of government to study and improve the motivation system for young civil servants.The method which is used in current study is based on the detailed study of advanced theories and practical cases from various researchers.The empirical analysis is carried out with the questionnaires and the interviews.The young civil servants from Yucheng District,Shaoxing are selected as group of examples to be analyzed.The optimization of motivation mechanism is then employed based on the understanding of satisfaction of current system,the motivation expectations,and the detailed analysis of existing problems.According to current study, several problems are existing in current motivate system such as no organization in compensation motivation system,no humanism motivation,no specific objective in training motivation and the assessment becomes a mere formality,etc. among the young civil servants in the research district.The main cause for these problems is considered to be a lack of understanding and analysis in the satisfaction,the expectation and the importance of motivation system for young civil servants which may lead to a miss of specification in motivation process.The Maslow’s hierarchy of needs theory is then adopted in current study to sort the expectation factors in motivation system of young civil servants.A 3-dimensional motivation model is established in the study using material motivation,spiritual motivation and emotional motivation as different aspects.
