Recent years,how to raise job enthusiasm and job stability for the civil servants has become the emphasis of motivation research of the civil servants in China.And one of the new basic tasks is the research on job satisfaction of the civil servants.At present,the professional research on this field is limited and superficial,so this thesis would perform the research based on substantial evidence by using the Motivation-Hygiene Theory of Frederick Herzberg.After explaining the definition and historical research of job satisfaction,and the content and the use of Motivation-Hygiene Theory,the thesis takes the civil servants in Wuhan,Hubei Province for example,and does quantitative and qualitative analysis with the questionnaire and visitatorial materials of individual.The results are as follows:(1)The total degree of job satisfaction of civil servants is a little more than the medium level.The most satisfied factor is the relationship among the colleagues while the least satisfaction of civil servants is the salary.(2)The compartmentalization between satisfied factors and unsatisfied factors is a bit of different from Herzberg's.Those satisfied factors displayed degressively are the relationship among the colleagues,safety,the relationship with leader,the relationship with junior,approbatory,environment of work,social status,responsibility of work, personal life,achievement,work itself,and policy and management.Those unsatisfied factors displayed degressively are salary,promotion,system of checking and overseeing, and development of career.(3)The job satisfaction of civil servants is influenced by both motivating factors and hygiene factors,while the dissatisfaction is mainly influenced by hygiene factors.(4)The factors,which make female civil servants satisfy are more than ones that make male civil servants satisfy.But the difference between female and male is not distinct.(5)The factors,which make married civil servants satisfy are more than ones that make unmarried civil servants satisfy.But the difference between married and unmarried is not distinct.(6)As a whole,the trend of the mean of the job satisfaction is like "N" with the age rising,and the difference among them is distinct.(7)As a whole,the mean of job satisfaction is rising with the fixed number of year increasing.But the difference is not distinct.(8)From the aspect of levels of job positions,the group of the middle-level cadres is the most satisfied one not only from total,but also from every factors of job satisfaction. And the difference among them is distinct.(9)From the aspect of education,civil servants who finished undergraduate education are most satisfied.But the difference among them is not distinct.(10)From the aspect of sorts of job positions,the trend of the mean of the job satisfaction among the three sorts is like "U".And the total mean of the group of technicians is lower than the medium mean 48.The difference among the three groups is distinct.Base on the above results,it is to say that the Motivation-Hygiene Theory can be used in the management of civil servants.But because of the distinction of the situation and system between America and China,the Motivation-Hygiene Theory has some particularities.Finally,two suggestions are given with more detailed proposals in order to raise job enthusiasm and be the reference of the human resource management in our government.
