This paper mainly studies the phenomenon of a grass-roots departments of civil servants of Hainan province for loss, can effectively solve the problem, starting from the needs of talents for civil servants belonging to the individual in the society, so the reasonable application in the theory of management, talent flow, governance theory, combined with the base layer of the public sector and civil servants in their own actual situation, influence factors and internal and external social system, absorbing the experience of outstanding domestic and foreign practice, questionnaire survey, case analysis, statistical analysis and other methods, the cause of loss of grass-roots civil servants, from individual needs, solve the study of social satisfaction and institutional improvement ways to curb the loss of grass-roots civil servants, the following specific research framework:The first part:To clarify the background and significance of the main topics of this paper, the research content of basic concepts, research methods and current situation of research both at home and abroad, the main innovations and shortcomings.The second part:the main reason of loss of civil servants.
