Inner Mongolia A county is a concentrated poverty area where ethnic minorities live in concentrated communities.In recent years,the loss of grass-roots civil servants is serious,and there are some characteristics in the scale of the loss and the way of losing.The loss of grass-roots civil servants is not conducive to the public sector to improve administrative efficiency and organizational cohesion,and increase the cost of personnel replacement,leading to the imbalance in the structure of talents.In order to improve this situation,the article attempts to study the main influencing factors of the loss of civil servants at the grass-roots level to put forward solutions.Reference to previous research results and individual interviews,preliminary determine the main factors influencing the loss of grass-roots civil servants,prediction analysis,screening of factors listed by the small sample,from society,organization,individual and national 4 dimensions identified 20 factors questionnaire on A County grassroots civil investigation.Statistical analysis of the questionnaire results using SPSS19.0 and AMOS24.0 software,analyzed by descriptive analysis,reliability analysis,exploratory and confirmatory factor,according to the relevant statistics,in the 4 dimensions of organizational factors on the effect of a higher degree of loss of civil servants.According to the influencing factors of civil servants' turnover in A County,we set up a scheme for controlling the loss of civil servants at the grass-roots level in A County,from the general idea,management objectives,organization and post setting,and management process.In order to ensure the implementation effect of the plan,combined with the actual situation of A County,this paper expounds the safeguard measure system based on the system,spirit,economy,talents and technology,and tries to provide some help for solving the loss of civil servants in Inner Mongolia A county.
