Hiring college graduates to serve the village has experienced 20 years since carrying out the pilot work in Xuzhou, Jiangsu from 1995. In 2008, the plan of college graduate village eadres was rised to the national strategic level, and in the national promotion, opened a new chapter of it. College graduate village eadres brought knowledge and energy for the majority of rural areas, they have made delightful achievements in participating in the rural social governance, leading the rich farmer entrepreneurship and spreading advanced culture, etc. Along with the advancement of the plan of college graduate village eadres, disputes become more and more, also gradually expose some problems such as the lack of legitimacy of college graduate village eadres’identity, college graduate village eadres drain is serious in some areas, college graduate village eadres work in marginalized condition, imperfect incentive and evaluation work relative lag, the employment way, etc. The causes of these problems is not just the policy design itself but also the policy implementation. Strengthen the analysis and research to policy of college graduate village eadres, make clear what is the problem, find out why is caused by, clear what to deal with, is of great significance to the trend of the plan of college graduate village eadres in the future and the sustainable development of rural areas in China.This paper started with the basic characteristics of public policy, analyzed and evaluated the content of the policy of college graduate village eadres. The author thought that there are five problems of the design of policy on the goal is not clear, the preferential policy is not stable, the lack of legitimacy, the hiring process show unfair and the value orientation contradiction; Secondly, analyzed the existed problems from the perspective of policy implementation, and pointed out that there are five problems such as formalism training, work in marginalized condition, equal material incentive, disorderly management main body and inhumane policy of secondary employment; Thirdly, analyzed the reason of the problems with Thomas.B.Smith theory and M.Mclaughlin theory from the policy itself, the target group, actuators, execution environment as well as interactive policy executors and affected by the policy, the author thought that the imperfect policy design, the conflicts of interest between college graduate village eadres and the traditional village cadres, the absence of policy implementation agencies, cognitive differences of college graduate village eadres plan on the whole society, between relevant departments and college graduate village eadres poor behavioral adjustment cause the implementation deviation of policy of college graduate village eadres. Finally, the author put forward that improving the policy of college graduate village eadres should correctly grasp the relationship of "stay" and "mobility", adhere to the principle of "firstly stay, secondly mobility", further gave specific suggestions for improvement from the hiring, training, using and incentive, appraisal, cultivating and secondary employment five aspects.The policy of college graduate village eadres is about to enter the fourth stage-namely the comprehensively promote and mature stage.after the individual counties and cities try to explore stage(1995--2005), the local dominant right spread stage(2005--2008) and the national leading comprehensive popularization stage(2008--2014). In the post college graduate village eadres era, the policy of college graduate village eadres will be further optimized and improved that combined with adjustment of the talent cultivation mode in colleges and "country to residence" in the process of urbanization.
