By theoretical analysis, investigation and study,this paper summarized the basic survey about disabled people and employment of disabled people in Taian, the laws and regulations system of employment security of disabled people,major employment modes of disabled people and the results achieved on employment of disabled people by Taian government in recent years. Through analysis, it is found that there is a pretty major amount of disabled people in Taian, there are many realistic difficulties for disabled people such as low literacy degree, low skills, low quality of life, not adapted to fierce competition for job market etc. the employment channel of disabled people is narrow,the employment rate is low, the employment quality is not high, centralized employment is facing hard difficulties, decentralized and proportional employment is stagnant, public welfare jobs are urgently needs to develop, legislation of employment security lags behind a,the laws lack of specific rules, effective surveillant measures and condemnatory measures,public employment system for disabled people is poorly developed, collection of employment security funds for disabled persons is difficult, lack of condemnatory and surveillantmeasures, the role that employment security funds for disabled persons plays is very limited,etc.Those problems restricts the development of employment security of disabled people of Taian.. For he employment security work of disabled people of Taian., government should take great pains to implement the strategy of developing employment first, increase financial support, encourage disabled people to start their own businesses in order to expand employment, actively implement preferential policies, support the units that employ disabled people, strengthen propaganda and education to change people’s traditional mind, innovate the system, formulate the detailed rules of policies related with employment of disabled people for implementation, support disabled persons’ right to work, promote diversity employment pattern of disabled people such as online jobs, public welfare jobs,poverty alleviation base jobs etc, strengthen the development of labour resources of disabled people,accelerate the construction of information platform for employment and service agency for employment, improve the public employment service system for disabled people, perfect the relevant laws and regulations of employment security funds for disabled people, strengthen verification collection work of employment security funds for disabled people in order to guarantee enough funds to be allocated in time, give full play to the performance of employment security funds for disabled people.
