The Lowest Life To Ensure Spending Problem Research In China

With the establishment of the reform and opening up and socialist market economic system, the composition and size of China’s poor have undergone great changes, poverty functions of the State are also constantly improving and innovation. Therefore, the implementation and improve the minimum living security system, for the stability of major social significance.In this paper, the authors analyze the following aspects:(1) the development of the background of the minimum living standard security system were outlined and reviewed literature research framework, the framework of this article;(2) list of lowest life to ensure spending of the system, the theory, from two aspects to elaborates the related concepts;(3) expenditure problem of urban and rural history and to make a more complete description of the status quo, measure and analyze the coverage of urban and rural subsistence allowances system, fiscal expenditure scale and equalization and the existing low level of spending problem, trying to urban-rural differences, regional differences and different levels of government fiscal balancing differences make a more detailed quantitative analysis;(4) pointed out shortcomings and deficiencies of the current minimum living expenditure problem, and cause the current problem occurs because local governments from several angles behavior problem analyzed fiscal decentralization system; and(5) in order to improve Our low spending problem make a few suggestions.For now, China’s minimum living expenditure still exist some problems, including the total lack of social security expenditure, guaranteeing the standard needs to be improved, insufficient subsistence level equalization expenditures, low funds between the central and provincial governments share unreasonable, legalization dibao lack, which need to analyze their causes and propose appropriate measures, including the reasonable definition of subsistence intergovernmental responsibility and improve the public expenditure system, optimize the low expenditure management, improve the system of subsistence allowances, promotion of basic social justice and so on.
