A Research On The Operation Mechanism Of The Transitional Period Community Philanthropy

In the background of philanthropy development and transformation,social governance innovation, established public service development mechanism which benefits without costs, philanthropy based community has become the new direction philanthropy in the transition period.But now,philanthropy community has developed to a certain extent,the community philanthropy resource and function advantages not fully play out,the disordered internal operation and management of the community philanthropy organizations made the development process is slowing,which seriously affected philanthropy’s healthy.Improving the operation mechanism of community philanthropy has great significance to promote the community philanthropy,innovate the social management,promote the private philanthropy, and realize the socialization of social welfare.In this paper,used literature review and interview methods,described operation mechanism of community philanthropy,community philanthropy operating system including the subject, object and carrier,the paper from six aspects,that implementors, participants, external support, relying on, internal implementation objects, service projects,and from three dimensions,that organization mechanism, donation mechanism and service mechanism analysed community philanthropy operation system,and from government, community and society three aspects put forward the countermeasures and the suggestions to optimized community philanthropy operating mechanism,concluded that our country’s community philanthropy organization structure was relatively simple, although part of community philanthropy organizations have their own independent institutions,but still not perfect,Regulatory mechanism is disabled.Community philanthropy was uneven,the community philanthropy carried activities mostly was self-help,small-scale, and low-level,financing capacity remains to be strengthened,community philanthropy resources were not fully exploited.On service system volunteer resources supply is insufficient,and lacked professional, fixed volunteer teams,professional talents were shorted,the organization’s service ability,limted projects and passive contaction greatly hindered the development of community philanthropy.In order to realize benign and healthy development of the community philanthropy must integrat resources,the staff of organizations Specialized and qualitated,organization regulation strictly and openly,social participation broadly and networked,projects diversification and long-term.Through the six aspects corrections to promote the community philanthropy continuous and long-term development.
