| In 1994,China carried out the reform of the fiscal system under the tax-sharing system,the intergovernmental fiscal transfer payment system has been gradually realized in the form of a project system.Urban communities and rural communities,as the micro-regional units divided by the state and the community space composed of people’s lives,are the smallest units of national grass-roots governance,and are the main force integrating management functions and service functions and other work functions,and community public welfare venture capital is a new public welfare partnership model that makes community governance more refined.In the practice of community venture philanthropy in B District of Wuxi,the author found that the B District Civil Affairs Bureau gave some project control power to the Community Neighborhood Committee,which resulted in the community neighborhood committee not being the investor of community venture philanthropy,but having the power of supervision.In view of the lack of effective attention to this phenomenon,this study focuses on the allocation of control power in community venture philanthropy.This paper draws on Zhou Xueguang’s traditional control theory with the power to set goals,the power to inspect and accept,and the power to allocate incentives as three dimensions,which includes the power of goal setting,the power of inspection and acceptance,and the power of incentive distribution,it includes ownership,setting power,decision-making power,implementation power,supervision power and evaluation power.According to the case study,community venture philanthropy in B District of Wuxi is operated in a coordinated operating mode.The resources needed for community venture funding for public welfare shall be coordinated by the B District Civil Affairs Bureau,the scope of the project shall be jointly determined by the B District Civil Affairs Bureau and the Community Neighborhood Committee,the shortlisted projects shall be determined by the B District Civil Affairs Bureau,and the implementation plan shall be designed and implemented by social organizations,B District Civil Affairs Bureau and the community under the joint supervision of the implementation of the project,the final B District Civil Affairs Bureau to evaluate the project.According to the operating mode,community venture philanthropy in Area B takes the form of control power distribution in the coordination of politics and society.After coordinating community venture capital,the Civil Affairs Bureau of Area B gives the Community Neighborhood Committee the power of setting and supervising,and the power of implementing social organizations,and during the decision-making and evaluation phase of the project,the introduction of expert teams and other social forces.The study found that the control power of community venture philanthropy in B District of Wuxi broadens organizational boundaries and reflects a change in governance philosophy.However,the distribution of the control power of the existing community commonweal venture philanthropy has led to the maladjustment of the maladjustment of the public function of social organizations,the existence of the power rent-seeking behavior of the Community Neighborhood Committee,etc.,in the practice of community venture philanthropy,the government control strategy is over-played,and the goal of community venture philanthropy is different among different subjects.For this reason,the author thinks that in order to solve the problem of allocation of control power in community venture philanthropy,some measures can be taken to endow social organizations with the power to set some goals and to endow third-party organizations with the power to supervise projects. |
