Research On Motivation Of Labor Dispatch Employees In Government Departments And Institutions

Labor dispatch system was introduced from abroad.After more than three decades of development,not only the majority of enterprises,even government departments and institutions also used it as an important supplementary employment model,to make up for their lack of preparation and human resources and lower labor costs in this sector.Government departments and institutions can use labor dispatch employees bring great convenience,but within the work,some labor dispatch employees appear in the core work of government departments and institutions,they do the same work,do not exercise the same right,do not get the same pay.In addition,due to the special nature of the dispatch of labor relations,leading to the result that dispatch staff in government departments and institutions do not get enough attention,their rights are not protected sufficiently,nor for their effective incentives.To some extent,it has restricted the enthusiasm and initiative of employees,and affects the operation and development of the organization.This study related theory research results at home and abroad for reference,to Qingdao Free Trade Port Area government departments and institutions as the research object in the unit.On the basis of investigations and interviews,the paper analyzes the main problems of staff motivation of labor dispatching and existence;The paper makes in-depth analysis on current motivation of labor dispatch employees,from the government,employers and labor dispatch employees selves of Qingdao Free Trade Port Area government departments and institutions,and try to figure out the reasons of the problems;and based on the actual situation,the countermeasures of effective incentive to the labor dispatch employees are put forward in various aspects.
