In recent years,labor dispatch began to be used by more and more industries as a form of employment.The scale of local government labor dispatch is also increasing year by year,and it has become an important part of the flexible employment form of local governments in China.However,when enjoying the benefits of high flexibility and low cost brought by labor dispatch,more and more problems came out.Among them,some problems such as the low work enthusiasm,over staffing,lack of incentive mechanism and low work efficiency not only hinder the improvement of local government’s operational efficiency,but also bring great damage to the image of local government.Therefore,to improve the enthusiasm of local government labor dispatch staff,and to effectively motivate them has become a major issue that local governments must face under the new situation.The author selects the local government labor dispatching employees in Ankang city as the research object to investigate the incentive problems and influencing factors.On the basis of reviewing relevant research literature,this paper conducted interviews to two senior practitioners of labor dispatching industry and three local government labor dispatching employees in Ankang city.Meanwhile,the author also designed and issued questionnaires based on the previous research results.After getting the results of both the interview and questionnaire,the author used the SPSS23 to make a statistical analysis by using the firsthand material,which mainly adopted descriptive statistics analysis and the interactive statistical analysis.This paper made analytic statistics on the influencing factors and the incentive preferences of different labor dispatching groups.With all the analysis and then draw conclusions:First of all,the group with high degree of job satisfaction generally has the common characteristics---long working years,low educational background,older age,simple work content,low family income,etc.,while the group with young and high educational background has low job satisfaction.Secondly,the young labor dispatching employees think more of personal development,salary and their fairness.They pay the same attention to the sense of belonging,identity and sense of job acquisition,but not high concentration of them.Lastly,The cause of incentive problem can be classified into objective cause and subjective cause.In addition to the objective problems such as low salary and welfare level,large gap and narrow promotion channels in local government labor dispatching in Ankang city,the young people’s inflated expectations and value positioning are also the main reasons for their job burnout.Based on the above conclusions,the author proposes to solve the incentive problem of local government labor dispatch employees in Ankang city from the following three aspects: improving the salary mechanism and basic guarantee,strengthening communication and feedback,and establishing the training system,so as to make contributions on solving the incentive problem of local government labor dispatch.
