Mao Zedong Thought Of The Mass Line And Path For The Construction Of Service-oriented Government

From 2004, Premier Wen Jiabao first proposed the concept of service-oriented government, to the 18 th National Congress of the Communist Party of China in 2012 to build a service-oriented government; from deepening the reform of administrative approval system and transforming the government’s economic management functions into the role of serving for the market players, to improving the service management capabilities, we have made good use of the synergistic effect of the masses of the people, grassroots self-governing organizations, all kinds of social organizations,enterprises and institutions.We mobilize and organize the people to participate in social management by law, and realize the transformation from the official position to the civil standard.In the process of building a new government pattern, the change of thinking pattern is the key. This paper is based on the mass line of educational practice carried out in the end of 2013 and the construction of service-oriented government stressed by the Central Committee of the party. Through introducing the historical background of the formation and development of Mao Zedong Thought of the mass line,combining with the connotation, and analyzing the inner relationship between service-oriented government and the mass line thought, this paper demonstrates that the service-oriented government and the Mao Zedong mass line have a high degree of consistency in the essence of ideology. In addition, a deep understanding of the connotation of the mass line helps to build a service-oriented government, but also a concrete manifestation of the mass line of though. On this basis, it proposes a service-oriented government theory model, which makes the theoretical basis,connotation and basic characteristics of the service-oriented government clear. the connotation of service oriented government and the basic characteristics of. As for the problems appearing in building a service-oriented government, this paper puts forward several suggestions through analyzing the administrative culture,government system, and political democracy and also basing on the construction of service-oriented government according to Mao Zedong Thought of the mass line.This paper is divided into four chapters. The first chapter mainly states the research background and significance. The second chapter mainly describes the relationship between service-oriented government and the thought of the mass line.In the third and fourth chapter, the paper analyzes the problems existing in theconstruction of service-oriented government and the reasons, and puts forward several optional path for the construction of service-oriented government in the current, combining with Mao Zedong Thought of the mass line.
