Lingshui Li autonomous County is located in the southeast of Hainan Island, there are abundant marine resources within their respective jurisdictions, with the greatest in seagrass bed. There are a piece of seagrass beds districted into the LiAn Port and XinCun Port of Lingshui County, which have well growth, and many varieties of seagrass widely distribute in the sea area. The domestic and foreign research shows that seagrass bed ecosystem is one of the most productive ecosystems, the seagrass beds can fix marine subsoil, purify water quality, and maintain ecological diversity, therefore the seagrass bed distributing in LingShui Country has very high economical value and ecological value. In recent years, however, the area and density of seagrass bed distributing in LingShui Country, which shows a tendency of continuous decline, the seagrass bed in both LiAn port and XinCun port all have different degree of degradation. The degradation situation of seaweed bed. is worth every one of us. The continuously frequent activities of production and business which are out of the control, and terrigenous sewage discharge into the sea. are the major causes of the degradation of seagrass bed in LingShui Country. Although the degradation situation of LingShui Country’s seagrass bed is increasingly serious, but current law is difficult to play a role in the field of seagrass bed protection. There are some defects in the law available for protecting seagrass bed of LingShui Country, and bed protection regulation and enforcement exist in the protection of LingShui Country’s seagrass bed. plus the environmental protection consciousness of LingShui Country’s local people is poor, which led to the consequence that the legal protection is difficult to play effect in the field of seagrass protection. In order to protecte the seagrass bed, we can’t just rely on the development of science and technology, legal protection should also play the corresponding role. Especially under the premise that protection situation in seagrass bed has become increasingly grim, it’s especially important to standardize and legalize the protective work of seagrass bed in LingShui Country. This article does it through analyzing and exposing the flaw and insufficiency of legal protection in LingShui Country’s seagrass bed, and referring the useful experience of legal protection in seagrass at home and abroad, that put forward my own suggestions to solve the problems of legal protection in LingShui Country’s seagrass bed.
