Study On The Management Of Community Service For The Aged In Beijing Xicheng District

Nowadays, aging population increases rapidly in China, which has become the focus of Chinese society. With the social development and economic progress, traditional family form has changed into nuclear family with the change of society structure. Family support functions are weakening all the time and the development of the social institution for aged cannot meet the needs of rapid growth of elderly population. So traditional family pension and institutional pension are facing tough challenges. More and more elders want to live in familiar environment, where they can get the full care service from the community without leaving home.This paper is based on many public theories and related concepts, such as Maslow’s need hierarchy theory, social embedded theory, welfare pluralism theory and social support theory related theory, population aging and the aging society, community care, community care service management. The research of this paper refers to the situation of community service management at home and abroad. It makes Beijing Xicheng District as an example to study the pension situation and the needs of the aged, consulting the successful case of foreign countries and other regions in China, in order to research the development of the community pension service. The writer hopes that this paper can provide inspiration for the formulation of relevant policies.Beijing Xicheng District has been doing a lot of work in the management of the community aged care service, such as establishing and improving the old service security system, establishing the pension service special working system, pension service expert system, NPC special inspection asked the working mechanism of the system. Using community resources to enrich the content of home care service to the community; to establish and improve the focus of the community old-age care service center, which has basically achieved full coverage of the community. In order to satisfy the psychological needs of the elderly, Beijing Xicheng community provides spiritual care services through establishing psychological love hotline and psychological care service station. It establishes a non-public organization of psychological care and develops the work guidebook. It has made some achievements in the community care service management.At the same time, there’re also some shortcomings in community care service management of Beijing Xicheng District, endowment service demand and service quality gap; elderly health care demand and supply of community situation does not match etc. This paper refers to the British community care, the management of retirement community in the United States, Taiwan home and community-based services and Hong Kong community support services for the elderly, which provide us a lesson of service management in community, that is, to attach importance to consider the long-term government policy; improve the laws and regulations of pension service aspects; integration of community resources to achieve all-round development of pension service; diversified community welfare service system construction; pay attention to the cultivation and training of the professional team of pension service team and volunteers. Referring to the experience of the management of community pension service at home and abroad, this paper makes an analysis the reasons of the formation of the problems above in Xicheng District. The security system of community pension is not perfect and meticulous in Beijing Xicheng District. Endowment service team management is not standardized; all institutions coordination mechanism has not yet fully formed; special pension funds is not enough which causes many problems of the Xicheng District community endowment service management.With the observation of Beijing Xicheng District area, and learn the advanced experience of other countries and regions at home and abroad, the author puts forward some suggestions to further strengthen the management of community endowment pension. Regulations, policies and the corresponding laws and regulations are important to perfect the community pension service. Community service team is also play the key role in the service as well. Training to enhance their professional level and strict assessment, improve the social status and benefits to improve the team stability. The establishment of the authority to coordinate difference institutions, in order to form resultant force to meet the needs of the community elderly health care demand. Government should invest more capital into the community service pension funds, and attract investment from social funds to involve into the community pension industry.Working for the practical implementation of pension to make recommendations to our existing community care services, the writer hopes to provide some help for the development of community pension service management policy.
